Apply the appropriate techniques and analysis methodologies to determine the root cause of the error and identify what would be needed to resolve the error.  Include solution options if possible.

It may be that the root cause of the problem cannot be identified or cannot be identified within an allotted time period. In such cases, root cause determination should be discontinued.
