All of the capabilities that are required to enable the defined service level should be constructed including monitoring, code, reports, plans, analysis, contracts, etc.

Where appropriate and necessary to ensure service delivery that meets SLAs, Operational Level Agreements (OLAs) are established with internal service providers and Underpinning Contracts (UCs) are established with external service providers.
