Collect the results of all preauthorization work and organize into a comprehensive package.  This includes schedule information, assessments and rationale, proposed change, implementation approach, etc.  Assemble the package in a manner that will facilitate quick and positive authorization. 

Provide the change authorization package to the Change Authority to be considered for approval.  Obtain a clear authorization or non-authorization decision.
