Prepare all sites involved in deployment.

Create or prepare all tools used for deployment.  This may include preparing systems used for distribution, creating mechanisms for volume installation of base software before deployment, configuring assets with software before they are deployed to the target site, etc.

Some release packages are to be moved into a media library for subsequent deployment activities, such as user self-installs.
