They provide a framework for process definition and implementation and should be consistent with business and technology strategies of the enterprise.  The most important policies include the handling of different categories of changes, including emergency changes and major changes. 

Define change models, which will guide how many changes will processed. 

Work with Request Fulfillment to define the list of standard changes that will not need specific approval.
