Make changes to the CMS based on the update information.  This may involve creating new CIs, deleting CIs, or updating CI information.

Make sure that the information being put into the CMS is valid. This is policy-driven and may include contacting the owner, connecting with the CI, or other approaches.  Reject the update if the information is not valid.
